The Capital Development Authority (CDA) has decided to move forward with pending recruitment cases under the Prime Minister’s Assistance Package (PMAP) for families of government employees who died while in service on or before October 17, 2024.

The decision follows a clarification issued by the Establishment Division in pursuance of its Office Memorandum dated June 24, 2026. The clarification provides a framework for processing eligible cases that had remained pending.

Under the latest clarification, the cases concern the appointment of one family member of a deceased federal government employee under the Prime Minister’s Assistance Package. The deceased employee must have died during service on or before October 17, 2024.

The Establishment Division has stated that eligible cases may be processed under its instructions issued on December 23, 2022. The clarification has been issued in light of a judgment of the Federal Constitutional Court.

Following the development, the CDA is seeking the required records and documents so that pending recruitment cases can be examined and processed according to the applicable rules.

The move could provide an important opportunity for eligible families whose appointments under the assistance package had remained unresolved. The PMAP is intended to provide support to families of government employees who die during service, subject to the applicable conditions and government instructions.

For families affected by the death of a government employee, timely processing of such cases can be particularly important. Employment opportunities under assistance packages can provide a source of financial stability while helping eligible family members enter government service.

The latest clarification also provides greater administrative clarity for authorities dealing with cases that fall within the specified period. By identifying October 17, 2024, as the relevant cutoff for the cases covered by the clarification, departments can determine which pending applications may be processed under the applicable instructions.

The CDA’s decision to seek records is therefore an important administrative step. The authority will need to review the available documentation before determining whether individual cases meet the requirements of the PMAP framework.

Eligible applicants and families may be required to provide or verify relevant records relating to the deceased employee, the date of death, family status and other requirements prescribed under the applicable government instructions.

The development also highlights the role of the Establishment Division in providing guidance to federal government departments and institutions on service and recruitment matters. Such clarifications can help government bodies implement decisions consistently.

For pending PMAP recruitment cases at the CDA, the process is expected to depend on the availability and verification of the required records. The authority’s decision does not mean that every pending case will automatically result in an appointment, as each case must still meet the relevant eligibility requirements.

The latest move is nevertheless significant for families whose cases fall within the specified period and have remained pending. Further progress is expected as the CDA collects records and reviews applications under the applicable rules.
