JIT Exposes Massive Land Fraud Scheme in Islamabad's Cyan Farms Case

Multi-Million Rupee Scam Involving Prime Islamabad Land

A high-level Joint Investigation Team (JIT) has uncovered a sophisticated land fraud involving 136 kanals of prime real estate in Islamabad, known as Cyan Farms. The scam allegedly defrauded both the original landowner and the Pakistan Navy Benevolent Association (PNBA) out of hundreds of millions of rupees. The JIT’s majority report reveals that a land mafia manipulated a Power of Attorney (POA) by fraudulently inserting a sale clause, which was then used to illegally transfer the land to PNBA.

Dubious Transactions and Money Trails Exposed

Investigators traced shocking financial irregularities, including bank records showing that Muhammad Waqas, a buffalo keeper and farm worker, received an astounding Rs. 383.8 million from PNBA and a private land provider. Despite this massive transfer, none of the funds reached the actual landowner. The JIT has already seized Rs. 180 million worth of assets, including luxury vehicles and properties, purchased with the illicit money. The report recommends the immediate cancellation of the fraudulent mutation and a freeze on all assets linked to the accused.

Navy’s Dissenting Note Adds Controversy to the Case

The case has taken a dramatic turn with a strong dissenting note from the Pakistan Navy’s representative on the JIT. The official argues that the transaction was legally valid and denies any fraud took place, warning that reversing the deal would cause “huge financial loss” to PNBA. This direct contradiction between the JIT’s findings and the Navy’s stance has escalated tensions, leaving the final decision on the land’s ownership in limbo.

Legal Battle Ahead as Authorities Weigh Evidence

With conflicting reports, the fate of Cyan Farms remains uncertain as legal authorities review the evidence. If the JIT’s recommendations are upheld, the land could be returned to its rightful owner, and those involved in the scam may face criminal charges. However, the Navy’s opposition suggests a potential protracted legal battle, raising questions about accountability and justice in high-profile land fraud cases.
